|

Department
|
The District of Columbia's Department of Human Services. |
Department Ward
|
Any child who has been committed to, or placed with, the Children and Family Service Administration (CFSA) by a court order due to abuse or neglect; or who has been placed in either a foster care home or a licensed child-care institution by the Department of Human Services.

Dependent Child
|
A child under the age of 21 who is living in the home of a parent or other caretaker relative and who is deprived of care or support of at least one of his/her natural or adoptive parents.

Deprivation
|
The lack of care or support from at least one parent of a dependent child due to the continued absence, death, incapability, or nemployment/underemployment of the parent.

Disability, Permanent
& Total
|
A medically determined physical or mental impairment that causes an individual to be unable to engage in any substantial gainful activity and that can be expected to result in death or has lasted or can be expected to last for a continuous period of not less than 12 months.

Disqualified Person
|
A household member ineligible for assistance because s/he failed to meet an eligibility requirement (such as immigration status requirements), or program requirement (such as TANF work requirement).

Diversion Payment Program (DPP)
|
A program that provides a lump sum payment to a TANF applicant to divert him/her from receiving an on-going TANF grant. It is used to resolve an immediate short-term financial need which will allow the applicant to secure or continue in current employment.

DNA Testing
|
A genetic test used to verify the biological father or mother of a child. |
Documentation
|
A written statement or record that substantiates or validates an assertion made by a person, agency or entity. |

Waiver |
A waiver of one or more TANF program requirements granted to a victim of domestic violence when compliance would make it more difficult for such individuals to escape domestic violence, or compliance would place him/her at-risk of further domestic violence.
