Date of Entry 
 
The date an individual entered the United States with the intent to remain permanently in the country.
 
D.C. Resident 
 
A  person living in Washington, D.C. voluntarily and not for a temporary purpose,  who at present has no intention of moving out of Washington, D.C.
 
Deduction 
 
A portion of income which is not counted when determining income eligibility and/or benefit levels under various programs.
 
Deem
  
 
 
To consider the assets and income of certain financially responsible persons  not in the assistance unit as available to members of an assistance unit, whether or not the assets and income are actually contributed to the members of the assistance unit.
 
Deemed Income
 
Income of people in the unit that is treated as if it were income the unit  received
Department 
 
 
The District of Columbia's Department of Human Services.
Department Ward 
 
Any child who has been committed to, or placed with, the Children and Family Service Administration  (CFSA) by a court order due to abuse or neglect; or who has been placed in either a foster care home or a licensed child-care institution by the Department of Human Services.
 
Dependent Child 
 
A child under the age of 21 who is living in the home of a parent or other caretaker relative and who is deprived of care or support of at least one of his/her natural or adoptive parents.
 
Deprivation  
 
The lack of care or support from at least one parent of a dependent child due to the continued absence, death, incapability, or nemployment/underemployment of the parent.
 
Disability, Permanent
& Total  
 
A medically determined physical or mental impairment that causes an individual to be unable to engage in any substantial gainful activity and that can be expected to result in death or has lasted or can be expected to last for a continuous period of not less than 12 months.
 
Disqualified Person  
A household member ineligible for assistance because s/he failed to meet an eligibility requirement (such as immigration status requirements), or program requirement (such as TANF work requirement).
 
Diversion Payment
Program (DPP)   
 
A program that provides a lump sum payment to a TANF applicant to divert him/her from receiving an on-going TANF grant.  It is used to resolve an immediate short-term financial need which will allow the applicant to secure or continue in current employment. 
 
DNA Testing 
 
A genetic test used to verify the biological father or mother of a child.
Documentation 
 
A written statement or record that substantiates or validates an assertion made by a person, agency or entity.
Domestic Violence 
 
The condition of being subject to physical acts that result in or threaten to result in physical harm, forced engagement in non-consensual sexual activity, threats of physical or sexual abuse, emotional abuse, or neglect or deprivation of medical care.
 
Domestic Violence
Waiver 
A waiver of one or more TANF program requirements granted to a victim of domestic violence when compliance would make it more difficult for such individuals to escape domestic violence, or compliance would place him/her at-risk of further domestic violence.

Early Withdrawal
Penalty
 
 
A monetary penalty for deductions, before a specified date, from a Keogh plan, IRA, Certificate of Deposit, etc.
 
Earned Income 
Cash or in-kind income earned by a needy individual through the receipt  of wages, salary, commission or profit from activities in which s/he is engaged as a self-employed individual or as an employee.
 
Earned Income
Tax Credit (EITC) 
 
 
A refundable federal tax credit that is available to working low-income individuals and families.
 
Educational Skill
Training 
 
A program designed to provide the participant with the basic educational skills considered necessary for employment.
Effective Date 
The date for impending denial, termination, or other changes in eligibility or benefit amount after giving proper notice.
 
Electronic Benefit
Transfer (EBT)  
 
Uses automated data processing technology to allow beneficiaries to use a magnetic-striped plastic card to withdraw their benefits electronically at an automated teller machine (for cash benefits) or at a point of sale terminal (for cash and Food Stamp benefits).
 
Encumbrance 
 
Any claim against an asset, such as a loan or mortgage, held by a financial institution or other third party.
 
Essential Person 
An individual who resides with a dependent child and is recognized by the applicant or recipient as essential to the well-being of the dependent child.  An essential person can be included in on MA case in either the AR or AX program types.
 
Excess Income 
The amount of income in excess of the Medically Needy Income Level that an applicant must 'spend-down' in order to establish MA eligibility.
 
Excluded Income 
Income not counted as available to the group when determining eligibility.
 
Exempt 
An applicant/recipient who is not required to meet a program requirement.
 
Expedited Food
Stamp Processing
 
Federal mandate that certain Food Stamp applicants with limited income and resources have their applications processed within certain timeframes.  If the applicant is eligible, benefits must be received within seven days from the date of application.
