Clarifies that residents of shelters for battered women and children who meet the criteria for expedited Food Stamps can receive expedited benefits even if they already received food stamps that month in a Food Stamp case that included the alleged abuser.

Clarifies that if the issuance of expedited Food Stamp benefits is delayed because of an agency error in screening or processing the application for expedited service, IMA is accountable for failing to provide expedited benefits timely.
